At multiple levels, governments in the U.S. face a tug-of-war between the Emersonian virtue of self-reliance, and the promise of equal protection and opportunities among citizens. In order to promote said equality, you generally have to move surplus value or assets to areas that have less. Such is the case of Texas school funding, via the “Robin Hood” Bill.
It should be apparent to everyone that Texas property values vary widely by location. Downtown Austin property has a higher market value per acre than, say, farmland between Abilene and Amarillo. Since our schools are funded by ad valorem property tax assessments, the money available to school districts rises and falls with the property values and tax rates.
In order to have a reasonably level playing field, Chapter 41 (Equalized Wealth Level) of the Texas Education Code came into being. The net effect of the bill involves the wealthier school districts subsidizing the poorer districts, more or less.
Prop 1 on the ballot for HISD reads as follows: “Authorizing the board of trustees of Houston Independent School District to purchase attendance credits from the state with local tax revenues”.
I haven’t yet found anything to define ‘purchase attendance credits’ so I’ve resorted to checking the current media and position papers to get a read on this. The way I read this, the ballot is asking voters to choose between 1) an outright payment to the state of Texas (and, for what it’s worth, an ongoing annual payment, provided property values continue to rise), to be redistributed among other districts, or 2) allowing the state to detach property from HISD for revenue purposes and assign it to another district’s tax rolls – again, likely an ongoing process as noted in (1).
The overwhelming media push is asking voters to reject the payment and presumably force a showdown with the legislature to re-work school funding, but I’m not so sure that 1) a showdown will occur, or that 2) if it does happen, it will be better than what’s currently in place. Odds are, a few keystrokes in Austin will reassign parcels of land to neighboring districts and everyone goes about their business.
The bottom line is this: HISD is going to lose funds either way. The big question is what we can expect property values to do down the road. If you think we’re in a property value bubble, then it’s probably better to vote ‘yes’, make the payments and keep the property attached to HISD for the long haul especially because getting it re-attached to HISD down the road – from a poorer district – will be difficult, if not impossible. If you don’t see a bubble, then it probably doesn’t matter either way how you vote.
Finally, if you expect the legislature to blink on this matter, then vote ‘no’ – but be aware that the Robin Hood plan was upheld by the Texas Supreme Court in 2005, and in 2010 the state received just over $1 billion from over 300 school districts. Some districts, such as Alamo Heights and Deer Park have been making payments since 1993. As best I can tell, this is about as close as we get to a settled matter.

The opening page is awesome. The summary of how the bond funds will be used is well presented. There appears to be loads of detail provided, and that is what I think will help any bond issue be passed. At least in my state, the more details that are provided, the more likely the bond will pass. Taxpayers in Colorado will not pass bonds just for "capital improvements". They must be shown what their tax money is purchasing, or they'll simply vote no.
Breaking down the Facilities Needs $280M:
The information provided only goes one more level, and I think more is required. For instance, can two middle schools really be built for only $80M?
How about links to reports of the need for two middle schools? I don't find more detail about WHY the two new schools are necessary. Is it growth in student enrollment? Are other schools overcrowded and students will be moved? Will other over-flow facilities at previous schools be removed?
Likewise, I need much more detail on why three ninth grade academies are necessary. The deliberations that decided on this proposal must be public record, right? I would add links to the background material that explains why this is absolutely necessary. Also, how does this tie in to the district's overall goals and growth? Are these academies necessary due to growth? Will other schools, e.g., high schools, be downsized, and what cost savings are expected if students are moved from the nearby high school? I believe there should be a credit/debit provided to show, perhaps, the bond money is for capital expenses for the new facility and not for new teachers, curriculum, etc.
As this is presented to me, a newcomer to the district, I can't identify any reason why five new facilities are being built, where the students, faculty, and staff are coming from to fill them, etc.
The maintenance request is very generic - I can't tell what is meant by "Electrical" and "HVAC" - and it would be helpful if the details along with the budget are provided and especially, which schools are receiving the funding.
I'm confused over the Police Command Center. Is the request to purchase and renovate an existing office or warehouse facility, or, build something new on district owned property?
Safety and Security Needs $18M
Needs more specifics, specifics, specifics. Do not include "And more" when describing where the money will be spent. That's an open invitation for opponents to rip apart the request as unspecific, "Administrators won't say what the money will be used for", etc.
Technology Needs
The detailed table under "Instructional and classroom technology" is just the sort of specific detail that would be very helpful. This is great.
Road to a Bond Proposal -- I really like this. Why not "Road to THIS Bond Proposal"? The timeline is excellent but could be even better if there were links to specific events, reports, outcomes, from each step. Even links to media coverage, if available, would be good because it would provide some degree of impartiality.
Bond Steering Committee Process -- Excellent! Uplinking the notes is super so skeptics can see just how this process was deliberated, who had input, and when they should have been paying attention if they wanted to provide their own input ;)
General: I would not include the "Spring has not called for a bond in ten years" phrase. Because, so what??!! Since when is spending money or raising taxes dependent upon the calendar? I hate seeing statements like this. The request should be based upon NEED and simply because bonds have not been issued in ten years IS NOT A NEED. I cannot convince my bank that I need a loan, "because I haven't asked for one in ten years". I understand the reasoning: it is to calm taxpayers that the district doesn't ask for money too often. But the district has changed a great deal in the last ten years. People have moved in, parents have graduated their kids and don't see any reason to spend money building up schools for someone else's kids, the demographics have changed, etc.
"Current projections show these bonds will be paid off in 30 years" Huh? Unless there is some reasonable pre-payment plan, then remove the ambiguity and say, bonds will be paid off over 30 years.
Subtopics under "How do bonds work" in FAQ are not really related to generic bonds. The information is specific to this request and should be highlighted as such elsewhere. Also, this information is too important to be "buried" in an FAQ. Another red flag is the statement to the effect that the district will decide when and how to spend the money over time. NO. I wouldn't approve giving a school district carte blanche to increase their debt obligations for non-specific terms.
Effect on property taxes isn't clear. How does $0.07 translate into $52.50/$100k appraised value and why is a $200k appraised value home paying more than 2X a $100k home? In general, this is valuable information to provide! The numbers don't add up but I like how it is presented.
The News Releases link is valuable, however, I would imagine that with something this large/important, the number of references could be large. Therefore, I would keep this link as a sort of a "list of references" but provide in-text citations to each of them in the appropriate sections on the website.
The dialogue form is very interesting; however, I cannot imagine any school district having time to answer even one-tenth of the crank emails that will come pouring into their inboxes. Do not promise individual responses. Instead, you might consider collecting the best questions to augment the FAQ or make other adjustments to the website. Even that task may be too much.
Yikes, using Google Translate to convert the entire website to Spanish is not recommended. Granted, I've used it for German and Russian translations and have been severely disappointed, so perhaps Google does "better" with Spanish?
Overall
I think this is a very interesting concept for conveying bond information to taxpayers. Would I use it in my district? Maybe. But only if there was some controversy where I wanted details. Unfortunately, I can't imagine more than 20% of a district's voters ever visiting this site. First of all, websites utilize technology that may not be available to every taxpayer. Second, most people rarely have time.
I'm very enthusiastic about the entire concept and believe it is needed. However, I'm hesitant about usage.
The messages (details) present on the site must also be conveyed in advertising re: the bond issue.

This is especially true with a public school bond because it so important that voters understand what we -- the district -- are asking of them and why.
Rather than go line by line with my response, my preference is to share that we are looking at all of the suggestions and will make adjustments to our webpage as appropriate. There are some really good recommendations here - things we didn't think of -- that can easily be fixed and/or added to our website. We hope to have these adjustments made by Wednesday of next week.
